911 calls are delivered to PSAPs by Voice Communication Service Providers. There are presently three types of VCSPs operating in North Carolina: wireless telephone providers (i.e. Commercial Mobile Radio Service providers, abbreviated CMRS provider), conventional wireline telephone providers (i.e. Local Exchange Carriers or Competitive Local Exchange Carriers, abbreviated LEC or CLEC), and voice over internet protocol voice data providers (abbreviated VoIP provider).
